Mayor Ismael Burgueño Ruiz of Tijuana announced the launch of the first three Preventive Units of the municipal “Tijuana Saludable” (Healthy Tijuana) program, set to begin operations next week.
The announcement was made during a Community Well-Being Event held at the Netzahualcóyotl Primary School in the Fortín de las Flores neighborhood where the mayor was joined by key officials including Well-Being Secretary Wendy Ontiveros and Public Education Secretary Miguel Alfredo Nuño García.

“This ‘Tijuana Saludable’ program is completely municipal, free, and without intermediaries,” Burgueño stated, addressing an audience of over 600 residents who he invited to enroll in this new basic health framework.
The initial three units will be established in the Sánchez Taboada, La Mesa, and Playas de Tijuana delegations. Enrollment, which is required to be done in-person within these delegations has already registered 17,000 residents to date, with a goal of reaching 30,000 by the end of December.

Looking further ahead, the Municipal Government projects a major expansion by 2026, planning to open additional units capable of serving approximately 110,000 people, plus minors.
The Well-Being Campaign Event also served as a platform for broader civic announcements. Mayor Burgueño revealed that a new national housing program, championed by President Claudia Sheinbaum Pardo, is coming to Tijuana. The initiative is projected to build over 55,000 homes, providing affordable housing opportunities for qualifying families.

The event itself also helped residents receive assistance from several municipal departments including the Civil Registry, the Youth Institute (IMJUV), the Women’s Institute (IMMUJER), the Institute Against Addictions (IMCAD), and the Sports Institute (IMDET). Additional services were provided by the Office of Attention to Migrants, the DIF family services agency, and even free pet deworming and vaccinations.
Mayor Ismael Burgueño also delivered five tarps from a package of one thousand, which are part of these community support initiatives.

Furthermore, and just prior to the event, city crews rehabilitated 600 square meters of road on Amapolas Street as part of the “Tijuana: Clean City” program, a project that directly benefits nearly a thousand local residents.
The event was attended by acting Delegations Coordinator Adriana Barrera Hernández, La Mesa delegate Martha Montejano Cárdenas, and 626 Tijuana residents who benefited from the concentrated effort to bring city services directly to the community.
