In a significant move toward inclusivity and social inclusion, Mayor Isamel Burugeño of Tijuana and Baltazar Gómez Ruiz, Secretary General of the Confederation of Mexican Workers (CTM) in Baja California, signed a partnership to make public transportation more accessible for people with disabilities.
“This is a fundamental step in building a Tijuana that prioritizes social justice and equal conditions for all. I am very pleased to formalize this agreement with CTM, which is directed toward creating a public transportation system that is more accessible and inclusive, with a transport union that is attentive to the needs of Tijuana natives with disabilities,” the mayor said.

He also thanked the Secretary General of the CTM in Baja California for his commitment and vision to partner with the Tijuana City Hall to transform the public transportation system, so as to ensure that everyone can exercise their right to mobility without discrimination.
“Due to this government’s humanist vision, it is a priority to guarantee equal conditions and the full inclusion and integration of the most vulnerable sectors into our society. Therefore, I congratulate CTM-affiliated drivers for being part of this initiative and for their willingness to participate in the training sessions and workshops conducted by the municipal DIF as part of this agreement,” he added.

Mayor Ismael Burgueño of Tijuana then reiterated the local government’s commitment to working collaboratively and providing the necessary resources and conditions to ensure a transportation service that meets Tijuana’s challenges and needs.
Baltazar Gómez Ruiz thanked city officials for their commitment to improving Tijuana’s transportation network, a move expected to benefit both operators and passengers across the city.

As part of the agreement, DIF Tijuana will conduct specialized workshops to raise awareness and provide training to public transport drivers and operators on how to better serve passengers with disabilities.
Additionally, the initiative will inform union members and their families about support services and resources available through DIF Tijuana.

The event was attended by several local officials, including DIF Tijuana Director Paola Leyva Izaguirre, council members Arturo Aguirre González, Mónica Padilla Villavelázquez, and Ranier Falcón, public transport operator Erika Cortez Hernández, and several other drivers.
With this agreement, the Tijuana City Hall continues its push toward building a more equitable city, underscoring its commitment to social justice and citizen well-being.
