In a joint effort to enhance crime prevention, the importance of cooperation between authorities and citizens has been emphasized. This comprehensive strategy aims to promote active participation in preventive measures and the immediate reporting of criminal acts.
The 2025-2027 Safe Tijuana Strategic Plan led by the Municipal Secretariat of Security and Citizen Protection (SSPCM) incorporates various lines of action. These include social and community crime prevention, reducing violence against vulnerable groups, effective interagency coordination, comprehensive attention to gender-based violence, and the promotion of civic justice and a culture of lawfulness, José Alejandro Avilés Amezcua, head of the SSPCM, stated.
These guidelines are designed to encourage citizen participation in crime prevention, which is essential to achieving significant progress in community safety.

The accomplishments during Mayor Ismael Burgueño Ruiz of Tijuana’s administration have been remarkable, including a significant reduction in homicides and the successful seizure of weapons and illegal substances. These actions have allowed the recovery of public spaces that promote social interaction and youth development.
The operational work of the Municipal Police has been crucial: removing individuals linked to criminal activities and those with outstanding arrest warrants from the streets. The implementation of advanced technologies, such as drones and surveillance cameras, has been key to improving response times and preventing criminals from evading justice, Avilés Amezcua emphasized.
“However, the success of these measures largely depends on the active collaboration of citizens in fostering a culture of lawfulness and effectively reporting crimes. The responsibility of building lasting peace lies with all of us. With support from the Mexican Federal Government and the State Government, we continue to develop joint strategies to dismantle those who break the law.”
Avilés Amezcua concluded by highlighting the importance of community involvement through timely reporting via the 911 emergency line, the 089 anonymous tip line, or the “Emergency Button” and “Purple Button” mobile apps.
SSPCM continues to strengthen its operations and intelligence initiatives, engaging the public, productive sectors, and civil organizations in the mission to achieve peace in Tijuana.
