Tijuana to Host Forum on Mexico’s Medical Tourism

State and federal officials will meet to strengthen Baja California’s role as a key center for medical tourism.

Tijuana is set to host a legislative forum on October 30 focused on strengthening Mexico’s medical tourism industry. The event, titled the “Legislative Forum to Boost Medical Tourism,” will convene state and federal authorities with the goal of transforming Baja California into a strategic hub for economic development in healthcare.

The ultimate objective is to lay the legal groundwork necessary to attract and retain investment by analyzing public policies, improving healthcare service quality, and actively promoting regional economic growth.

Forum Agenda

The forum, spearheaded by Congressman Fernando Castro Trenti, aims to identify the critical challenges and needs within the sector.

The agenda for the forum is structured around key discussion panels designed to tackle the most pressing issues facing the sector:

  • Global Trends in Medical Tourism: Panelists will analyze international patient flows and emerging markets, drawing lessons from world leaders like Costa Rica, Turkey, India, and Thailand. The insights will help define Baja California’s priority markets and shape its international promotion strategy.
  • Comprehensive Services, Governance, and Public Policy: This session will debate governance models and explore regulatory and fiscal incentives to encourage investment. It will also address the ethical, legal, and regulatory challenges involved in improving patient safety and accreditation standards.

  • Promotion and Economic Development Strategies: Experts will focus on crafting the most effective marketing strategies to elevate the region’s profile. The goal is to generate a concrete action plan that leverages service diversification to foster long-term economic development.
  • Competitiveness and Current Challenges: The forum will carry out a comprehensive diagnosis of the current state of medical tourism in both Baja California and Mexico at large, forming a basis for proposals to enhance regulation, investment, and patient security.

Planning Comprehensive Reform

The event’s proceedings will culminate in a summary of critical findings, agreements, and results. This document will serve as the foundation for the next step which is to push for a reform of the sector. A proposal with Points of Agreement will be presented during the closing ceremony.

The event seeks to elevate Baja California’s competitiveness and establish it as an international reference point in the rapidly growing field of medical tourism.
