In a unanimous vote, the Tijuana City Hall has approved a multi-billion peso initiative to modernize and expand the city’s video surveillance network, a key part of the administration’s strategy to bolster public safety and a firm step toward consolidating a safer and more technologically advanced city.
The decision, reached during an extraordinary virtual session led by Mayor Ismael Burgueño Ruiz, authorizes a series of multi-year contracts for the service, maintenance, and installation of new cameras across the municipality. The upgraded system will strengthen surveillance capabilities and enable faster emergency responses.
The council’s backing allows the municipal government to formalize the necessary contracts, in compliance with Decree Number 60, which was published in the Official State Gazette on March 24, 2025. This decree, approved by the State Congress, grants City Hall the authority to enter into a multi-year agreement for the surveillance system’s service coverage and modernization, ensuring the project adheres to all state procurement laws.
The funding, totaling 3,276,451,807 pesos was previously established by the authorization agreement issued by the State Congress. This funding will cover the installation of the full number of authorized cameras and each contract will be valid for a term of up to 180 months (15 years), starting from its establishment date.
With this initiative, the 25th Tijuana City Hall advances its commitment to modernizing public security technological infrastructure. The project aims to reinforce crime prevention, improve emergency response, and contribute to the safety and peace of mind of all citizens.
