Tijuana’s Progress Report Shows Strong Financial Oversight Under Mayor Burgueño

The city's commitment to fiscal discipline prompted international credit agencies to reaffirm Tijuana's AA+ rating with a stable outlook

In his first annual government report, Tijuana Mayor Ismael Burgueño Ruiz highlighted his administration’s responsible stewardship of public finances, an effort that has secured the city’s position among the highest-rated in Mexico.

The city’s commitment to fiscal discipline prompted international credit agencies HR Ratings and Fitch Ratings to reaffirm Tijuana’s AA+ rating with a stable outlook. This rating reflects confidence in the city’s economic health and management.

“We are an austere, transparent, and accountable government. We are aligned with the policies of President Claudia Sheinbaum’s government, which prioritizes social justice and shared prosperity. We will continue working with the federation and Governor Marina del Pilar Ávila Olmeda to advance the development of this region,” the mayor said.

This financial stability has directly translated into community benefits. As a result of the city’s sound fiscal position, the Municipal Development Council approved 274 million pesos in new public works projects, which are expected to directly improve the quality of life for local families.

The administration’s effective policies have garnered national recognition. A recent performance evaluation report from the Ministry of Finance and Public Credit (SHCP) ranked Tijuana sixth in the nation for its high implementation rate (83.3%) of effective public policies.

A key achievement of Mayor Burgueño’s first year was a major boost in revenue collection. By offering tax incentives, the city collected over 1 billion pesos in property taxes, a move that benefited more than 400,000 families by supporting their household economies while ensuring tax compliance.

Furthermore, programs that waived fines and late fees led to the recovery of over 4.6 billion pesos in outstanding municipal taxes and fees.
