The Tijuana government, under Mayor Ismael Burgueño, has launched a special traffic control and flow operation along Padre Kino Boulevard—near the General Hospital—through the Department of Sustainable Urban Mobility, Inspection, and Road Safety (SEMOVIS). The initiative comes in response to ongoing pipeline replacement work by the State Commission of Public Utilities (CESPT).

SEMOVIS Director Apolinar Fernández Álvarez stated that mobility officers have been deployed to manage vehicle traffic and assist drivers following the partial closure of the boulevard. To help reduce congestion, Rubén Romero and José Vasconcelos streets have been temporarily converted into one-way routes, directing traffic from the slow lane toward Padre Kino Boulevard.

“We are coordinating closely with CESPT to ensure these critical infrastructure projects proceed with minimal disruption to residents. Our goal is to maintain the most orderly traffic flow possible at this key city intersection,” Fernández Álvarez said.

SEMOVIS urges drivers to use alternate routes and plan ahead—especially during peak hours—to avoid delays and support smoother mobility during construction.
