But, is there really someone or something to blame for this construction practically made from scratch, unsafe and bad looking?
The MInistry of Communications and Transportation was in charge of this new pedestrian Port of Entry, and delegated responsibilities to the Institute of Administration and Valuation of National Assets (Indaabin).
Indaabin evaluates, owns, monitors, conserves, protects, manages and controls federal property; as well as being responsible for granting conctracts on works of various types in which the federal government is involved, and in this case it fell to the Ministry of Communications and Transportation.
They were the ones who gave the contract to the person in charge of this construction. The representative of the Civil Engineers Association of Tijuana states that this decision was made by a person with no formal training.
The construction of this facility had a cost of approximately $46,000 dlls but, was it worth it?

Well, we already know the authority responsible for it, all that's left to do is to wait for someone who takes care of the matter from part of Indaabin, since they haven't stopped saying that the entry is provisional, so there's nothing to apologize for.
