Baja California is making significant headway on a critical infrastructure project designed to enhance the sanitation of the Tijuana River and improve the region’s overall environmental health. The new Diversion System will extract up to 1,100 liters per second of treated water and transport it to a designated site for final disposal.
The project is a key component of Minute 328, a binational agreement between Mexico and the United States, reflecting a shared commitment to upgrading sanitation infrastructure along the region. Governor Marina del Pilar Ávila Olmeda has championed the project to deliver lasting solutions and improve quality of life for communities on both sides of the border.
“We are building infrastructure that strengthens sanitation, protects our natural surroundings, and creates better living conditions for families. These are projects that safeguard our present while laying the groundwork for Shared Well-being across Baja California,” she said.
During a recent site inspection, Mónica Vega Aguirre, Director General of the State Public Services Commission (CESPT), oversaw progress on the pipeline that will connect the La Morita Wastewater Treatment Plant to the Fideicomiso Florido Pumping Station, one of the core elements of the system.
Currently standing at 31% completion, the Diversion System represents a total investment of 681 million pesos. Financed through Green Bonds, the project is divided into two phases and comprises seven interconnected works.
The first phase includes the pumping infrastructure at the Arturo Herrera Wastewater Treatment Plant, the force main leading to Cambio de Régimen, the construction of a 2,000-cubic-meter storage structure, and the pipeline from the La Morita plant to the Fideicomiso Florido Pumping Station.
The second phase will focus on the pumping system at the Fideicomiso Florido station, the force main at Cambio de Régimen, and the final pipeline from that juncture to the ultimate disposal site. Together, these components will complete the entire project.
By providing enhanced capacity for treating, moving, and disposing of wastewater, the project promises to significantly improve basin sanitation, protect the environment, and promote healthier living conditions for families, embodying a vision of Shared Well-being for all in the border region.
