The State Commission of Public Services of Tijuana (CESPT) has begun construction on a new sanitary sewer network in Villa de la Palma, addressing a long-standing demand in the community and benefitting over 1,000 residents.
CESPT Director General Mónica Vega Aguirre led the groundbreaking ceremony and noted that this project fulfills a critical need so that local families can improve their life conditions.
“Today we begin a project that represents a solution that Villa de la Palma families have waited for many years. This is more than just installing pipes, it is about delivering a solution that improves the sanitary conditions that directly affect their daily lives,” Vega said.
The project entails the installation of 1,424 meters of eight-inch sewer piping, 25 manholes, and 272 residential connections. Once in place, the system will efficiently channel wastewater and integrate local homes into the city’s drainage network.
Backed by an investment of over 4 million pesos, the work is being carried out under the Drinking Water, Drainage, and Treatment Program (PROAGUA), with 40% of funding coming from federal sources and the remaining 60% from state allocations.

Beyond expanding service coverage, the new infrastructure is expected to reduce health risks, improve wastewater handling, and safeguard the area’s topsoil and subsoil.
Local community representative Guadalupe Castillo Gil welcomed the start of construction, emphasizing that the project directly responds to one of the neighborhood’s most pressing needs.
Upon completion, the sewer network will bring sanitary drainage to 272 households, broadening access to basic services and raising the overall quality of life for the families in Villa de la Palma.
