As part of its ongoing commitment to ensuring uninterrupted potable water service, the State Commission of Public Services of Tijuana (CESPT) has been carrying out continuous repair and rehabilitation work on facilities damaged by vandalism. These persistent efforts are essential to maintaining the hydraulic network’s functionality for the thousands of residents who depend on it.
According to the agency’s most recent data, approximately 550 acts of vandalism have been recorded since the start of the year. These incidents range from arson and stolen meters to the destruction of manhole covers, valves, float mechanisms, pressure reducers, and other critical components, each requiring specialized intervention to restore full operational capacity.
CESPT General Director Mónica Vega Aguirre personally oversaw the rehabilitation of the “Jardín Dorado” pressure breaker, a key installation designed to regulate water pressure throughout the distribution network and allow water to flow correctly through household plumbing systems.
The facility had suffered extensive damage due to a combination of vandalism, trash accumulation, and arson. The fire melted plastic debris and other waste, fusing them to floors and surfaces and significantly complicating cleanup and restoration efforts.
“Every component of our hydraulic infrastructure serves an indispensable role in delivering safe, dependable water to local homes,” said Vega Aguirre. “When any part of this system is targeted by vandals, the consequences go beyond physical damage and the entire network is put at risk. That is why rehabilitation is a necessity to keep service running for the communities we serve.”
Over the course of several days, CESPT technical crews removed debris, resurfaced flooring, repainted affected areas, and installed a new perimeter fence to restore the site to full operating standards.
On a monthly basis, the agency performs approximately 15 routine maintenance interventions across its hydraulic infrastructure, including tanks, pumping stations, valves, pressure breakers, and other distribution system assets. These maintenance cycles typically involve brush clearance, removal of heavy waste, repainting, and reinforcement of protective barriers.
CESPT is urging residents to report any suspicious activity endangering water infrastructure by calling the 073 hotline. Community cooperation is vital to preserving the integrity of the system and ensuring a steady water supply for families across Tijuana and Playas de Rosarito.
