The Tijuana City Hill has approved a formal measure urging the National Water Commission (Conagua) to carry out immediate cleaning and maintenance efforts along the Tijuana River channel and the Alamar River bed.
The initiative, introduced by councilmember Miguel Loza, responds to mounting complaints from local residents, business owners, and commuters who navigate the areas surrounding both waterways on a daily basis.
Beyond the request for federal intervention, the agreement also seeks to strengthen coordination among municipal, state, and federal authorities is to restore the safety, functionality, and overall condition of these critical infrastructure corridors for the benefit of the surrounding communities.
Speaking before the council, Loza stressed that the issue transcends political affiliations and demands immediate action.
“This is not about politics or party lines. It is a reality that affects us all and one that thousands of Tijuana residents witness every day: tires, plastic bags, mattresses, construction debris, and even discarded refrigerators,” he said.

The Tijuana River and Alamar River channels are among the city’s most vital hydraulic infrastructures, playing an essential role in flood prevention during severe weather events. Failure to maintain them properly, Loza warned, could have serious repercussions not only for public safety but also for environmental health and community well-being.
“We are not ordering works or replacing federal responsibilities,” he explained. “We, as City Hall, are exercising the most important power we have as councilmembers: that of citizen representation.”
The approved petition also calls for establishing an ongoing, institutionalized coordination mechanism between City Hall and relevant authorities, ensuring that maintenance efforts are not merely reactive but sustained over the long term.
