Governor Marina del Pilar Ávila Olmeda led the ceremony where 86 officers from the State Citizen Security Force (FESC) received rank promotions granted through the Professional Police Career Service, following the successful completion of academic, documentary, and trust-control evaluations administered by the Center for Control and Confidence (C3). The promotions form part of a strategy to professionalize and dignify the state’s peace-building law enforcement agencies.
The governor underscored that the new ranks were not awarded arbitrarily or as privileges, but rather as a direct acknowledgment of each officer’s dedication.

“These insignias are the fruit of effort, discipline, study, and unwavering commitment to one of the most noble and demanding duties in public service: protecting the people of Baja California. The Professional Career Service serves as a cornerstone for strengthening police institutions through legality, transparency, and meritocracy,” she explained.
She also took a moment to recognize the families of the promoted officers, expressing gratitude to parents, spouses, and children whose daily support enables the agents to carry out their duties with honor and integrity.

Secretary of Citizen Security Laureano Carrillo Rodríguez echoed these sentiments, noting that professionalization remains the central pillar of the state’s security strategy as their goal is to renew the institutional image and rebuild public trust.
Speaking on behalf of her fellow honorees, Officer Itzela Meza Vázquez conveyed the deep sense of pride that comes with reaching this milestone after years of resilience and long work shifts. She specifically thanked state authorities for implementing a transparent and traceable career advancement system, calling it the first time the force has experienced such genuine institutional backing.
