In a continued effort to align urban growth with economic competitiveness, Tijuana Mayor Abdiel Gutiérrez Coronado presided over the General Meeting of the Business Advisory Council.
The session served as a key platform for reinforcing collaboration between the 25th City Hall and the local productive sector, with an emphasis on maintaining open, ongoing dialogue to support informed decision-making and community well-being.
“Our role is to remove barriers to investment and work alongside the business community. Those who, day in and day out, drive innovation and create jobs for thousands of Tijuana families,” said Mayor Gutiérrez Coronado.



The mayor commended council members for their instrumental role in sustaining economic momentum and bolstering job creation across the city.
“I am here to build on the foundation we have established together,” he added. “You can be certain that our working groups will continue to advance.”
As part of the meeting, Pedro Montejo Peterson, head of Tijuana’s Secretariat of Economic Development (Sedeti), delivered a progress report highlighting key milestones achieved through collaboration and task forces.



A highlight of the session was the presentation of the newly approved Urban Development Program for the Population Center of Tijuana (Pdcptu), introduced by Juan Diego Mascareño López, General Director of the Metropolitan Planning Institute (Implan).
The program marks a significant step toward transparent municipal governance in planning, land use, and economic strategy.
“Tijuana’s previous urban development framework dated back to 2010 and had become dangerously outdated in the face of the city’s explosive growth,” Mascareño López explained.



With the new program now in place, the city establishes clear, predictable rules for residential, industrial, commercial, healthcare, and vertical construction projects, offering much-needed certainty for both residents and investors.
The meeting also saw a formal change in council leadership, as Carlos Jaramillo Silva concluded his term as coordinator of the Business Advisory Council. He was succeeded by Xavier Ibarra, who will take on the role moving forward.
This meeting was attended by María Fernanda Mena Rodríguez, Director of Economic Promotion; Heidy Paola Maccioni Mármol, Director of Territorial and Urban Planning; Roberto Lyle Fritch, President of the Business Coordinating Council (CCE); and Gina Villalobos González, state coordinator of the Investment Promotion Committee, alongside other advisory council members.
