During an online session held this Thursday and presided over by Mayor Abdiel Gutiérrez Coronado, the Tijuana City Hall approved by majority an agreement to enter into settlements related to nullity lawsuits involving alcohol testing infractions. The goal is to recover a portion of municipal revenue and avoid the costs and collection losses these lawsuits generate.
The agreement authorizes the Municipal Treasurer to carry out the administrative steps needed to implement and collect the payment of 76.25 Units of Measurement and Update (UMAS) for towing, maneuvering and storage, a medical certificate, and the fine.
It also instructs the Legal Counsel to enter into agreements that bring an end to lawsuits filed before the State Court of Administrative Justice over alcohol testing infraction tickets. Meanwhile, the Attorney’s Office is tasked with issuing the technical standard governing the procedure for such settlements.
Speaking on the matter, City Attorney Teresita Balderas Beltrán said:
“Today we take a great step in institutional collaboration and governance. In the legitimate exercise of the right to mobility and in our efforts to reduce traffic accidents, this agreement is a priority.”
She also stressed the importance of an initiative under which the Municipal Treasury and the Legal Counsel, each within its own jurisdiction, negotiate directly with the claimant and resolve matters stemming from infractions of the Police and Good Government Code promptly and efficiently, and without the need for private intermediaries.
In a separate agenda item, the City Hall voted in favor of an agreement committing the municipality to carry out projects under its Municipal Public Health Work Program: “For a Healthy and Active Tijuana,” “Tijuana Youth Preventing Addictions,” “Tijuana: Clean City,” “Healthy Mind, Strong Municipality,” and “Healthy Paws, Healthy Families.”
At the beginning of the session, Municipal Government Secretary Ramón Vázquez Valadez announced that Mayor Ismael Burgueño Ruiz, currently on leave, will return to his duties as mayor of Tijuana on Friday, September 18.
