Mayor Ismael Burgueño Ruiz of Tijuana holds a 63% approval rating, according to the latest survey released by Plural.mx. The result positions him as one of the highest-rated mayors in Baja California.
The study, conducted between June 1 and June 7, 2026, indicates that a majority of citizens support his administration. Meanwhile, 24% disapprove of his performance, and 13% remain neutral.
Top Ratings Among Key Municipalities
When compared with other cities across the state, Burgueño holds a clear advantage. In Mexicali, Mayor Norma Bustamante has a 52% approval rating, while in Ensenada, Claudia Agatón stands at 54%. By contrast, approval drops to 31% in Playas de Rosarito and 34% in San Felipe, both of which show significantly higher disapproval rates.

Statewide Representative Survey
The Plural.mx survey was based on 500 face-to-face interviews per municipality, with a margin of error of ±3.5% and a 95% confidence level.
The findings position Tijuana as one of the municipalities with the strongest citizen backing in the state, reflecting a broadly positive perception of the current local administration.
