Mayor Ismael Burgueño Ruiz has announced a special operation for the upcoming Day of the Dead observances, aimed at providing a safe, orderly, and well-maintained environment for the thousands of families expected to visit city cemeteries to honor their deceased loved ones.
According to the Secretariat of Territorial and Urban Development, all 14 municipal cemeteries will open to the public from 8:00 a.m. to 6:00 p.m. on Sunday, November 1, and Monday, November 2. To support visitors and manage the crowd, 60 cemetery personnel will be on-site alongside 10 dedicated traffic coordinators tasked with keeping vehicle circulation moving smoothly inside the facilities.

City officials are urging visitors to help maintain order and security by adhering to opening and closing times, following staff instructions, avoiding double parking, and bringing their own cleaning supplies. To preserve a respectful family environment and maintain accessibility, alcohol, live music ensembles, private canopies over gravesites, and unauthorized street vending will be strictly prohibited.
Dedicated trash collection trucks, extra waste bins, and a water tanker will serve Municipal Cemeteries 12, 13, and 14, while a total of 14 portable restrooms will be installed across Cemeteries 5, 9, 12, 13, and 14 to accommodate the anticipated influx.

The initiative is backed by the Municipal Secretariat of Security and Citizen Protection, which will oversee traffic control and public safety around all locations throughout the holiday.
Officials also noted that all burial services will be suspended on November 1 and 2, resuming standard operations on Tuesday, November 3.
The Tijuana City Hall encourages all attending families to follow these guidelines so the community can celebrate Day of the Dead in a spirit of peace, respect, and shared tradition.
