Tijuana has officially launched the Unique Companion Animal Registry (RUAC), a new digital system designed to promote responsible pet ownership, prevent animal cruelty and abandonment, and expand protections for sentient beings.
RUAC: Tijuana’s New Animal Registry
Abigail Bautista Rodríguez, Head of the Subdirectorate for the Protection and Welfare of Animals as Sentient Beings, said that this free and permanent program issues a unique identification number and digital ID card for each pet, officially linking the animal’s record with its guardian’s information.
In addition to serving as official identification, the RUAC will streamline access to public vaccination and deworming drives and will allow the city to build an accurate census of its pet population to provide services, programs, and welfare campaigns.
“Its true value lies in recognizing each animal as an individual, fostering accountability among caretakers, and gathering the data required to strengthen protections,” Bautista Rodríguez explained.

To mark the launch, city officials presented symbolic digital IDs to six dogs and cats present at the ceremony inside Tijuana City Hall, an officially designated pet-friendly building.
Residents can register their pets during municipal outreach events or directly online through the city’s official portal at sica.tijuana.gob.mx/adoptar/propietario-registro. Owners must first create a profile before submitting registration requests for their animals.
Tijuana Mayor Ismael Burgueño Ruiz emphasized that these platforms serve as a defense against animal cruelty. Reaffirming his administration’s commitment, the mayor warned that animal abuse would not be tolerated and that offenders would face the full extent of the law. He also urged all residents to take advantage of the service.
“Our citizens should know that the sentient beings in their homes, their dogs and cats, can now be formally registered. While pets have always held a place in our families, this initiative grants them official, institutional recognition. We stand fully committed to safeguarding animals’ well-being,” he said.

While participation is currently voluntary, city officials noted that the RUAC will eventually become mandatory. Once fully implemented, non-compliant pet owners may face administrative penalties, including fines.
Alongside the registry, officials introduced the new Digital Adoption Platform. The portal features detailed profiles of dogs and cats currently housed at the Municipal Animal Control Center, allowing prospective owners to view eligible animals and submit adoption applications online for administrative review.
