More than 150,000 residents are expected to benefit from a major wastewater infrastructure project designed to reduce the risk of treated water reaching the Tijuana River while improving the reliability of Tijuana’s sanitation system.
Construction is underway at the José Arturo Herrera Wastewater Treatment Plant, where the State Commission of Public Services of Tijuana (CESPT) is building a new pumping station to improve the way treated wastewater is transported through the city’s network.
According to CESPT Director Mónica Vega Aguirre, the project represents part of a broader effort to modernize essential infrastructure and address Tijuana’s long-term environmental needs.
“Long-term solutions require planning, investment and follow-through,” Vega said, noting that construction began in March and has continued to make significant progress.


Improving the city’s wastewater system
One of the primary goals of the new pumping station is to safely move treated wastewater to its designated discharge point, reducing the possibility of runoff entering the Tijuana River channel.
Officials say improving the city’s wastewater system is critical not only for protecting local waterways but also for increasing the capacity and reliability of Tijuana’s sanitation infrastructure as the city continues to grow.
The project is one of several initiatives intended to strengthen wastewater treatment and improve environmental management across the region.


New pumping station to boost system reliability
The upgraded facility will include three high-capacity pumps supported by a specialized electrical and control system designed to maintain operations even during maintenance work or temporary power interruptions.
Once the water leaves the treatment plant, it will be pumped to a transition tank before continuing by gravity to its final discharge point.
CESPT estimates the project will directly benefit more than 150,000 people in neighborhoods across Tijuana while helping build a more resilient and efficient wastewater treatment system for the city.
