A new survey conducted by polling firm Enkoll and published by El Universal, one of Mexico’s leading newspapers, places Tijuana Mayor Ismael Burgueño Ruiz, who is currently on temporary leave, at the top of Morena’s field of potential candidates for governor of Baja California.
The survey found that Burgueño received the highest overall evaluation among potential Morena candidates, earning the maximum score of 10 points under the polling firm’s methodology, which measures several factors the party considers when evaluating potential nominees.
Burgueño ranks first across multiple categories
According to Enkoll’s methodology, each performance indicator contributes a specific number of points toward a candidate’s overall evaluation. Categories such as public opinion, voter preference, willingness to vote, honesty and familiarity with the state are assigned weighted scores based on the survey results. Burgueño received the maximum possible total of 10 points, the highest overall score among the Morena contenders evaluated.
His results included:
- Positive opinion: 26.8%
- Preferred Morena candidate: 21.3%
- Willingness to vote for him: 25.1%
- Considered a good candidate: 25.5%
- Honesty: 17.0%
- Approachability: 19.5%
- Knowledge of Baja California: 24.6%
- Keeps promises: 17.4%
The poll also reported that Burgueño posted the highest effective preference rating among Morena’s potential candidates, at 33%.
Survey also measures approval as Tijuana mayor
In addition to the gubernatorial polling, the survey found that Burgueño holds a 64% approval rating for his performance as mayor of Tijuana.
According to Enkoll, the poll was conducted July 8–13 through 1,209 face-to-face interviews. The survey has a margin of error of ±2.8 percentage points.
Morena remains the preferred party among respondents
The survey also found that Morena remains the political party with the highest level of support among those interviewed.
Burgueño is currently on temporary leave from his position as Tijuana mayor while continuing a statewide tour across Baja California, where he has met with residents and community groups as part of his public agenda.
