Governor Marina del Pilar Ávila Olmeda announced that the state’s ongoing push for digital transformation to make government procedures faster, more accessible, and user-friendly has propelled Baja California into the select group of 12 finalists of the 2026 NovaGob Excellence Awards, which recognize outstanding innovation in public administration across Ibero-America.
She said that this recognition reflects a dedication to building a government that is not only more efficient but also more inclusive and people-centered committed to ensuring that technology serves citizens in their daily lives and streamlines their access to public services.
“Baja California is advancing a digital transformation that is both inclusive and human-centric, reaching every corner of the state from bustling urban centers to the most remote communities. Through teamwork, we have succeeded in making public administration more accessible to all,” the governor added.
Baja California’s Digital Window has been named a finalist in the 2026 NovaGob Excellence Awards, standing alongside projects from countries including Spain, Argentina, and Colombia. This year’s edition drew 173 submissions from 103 public institutions across 8 nations, with only 12 projects ultimately making the cut. The Digital Window is now competing in the Digital Transformation Innovation category.
Gabriel Palombo, Director General of Baja California’s Digital Agency, explained that the state developed BajaStack, a proprietary digital platform that eliminates reliance on costly external software licenses. Key components include Llave BC, a unique digital identity system featuring biometric validation integrated with RENAPO, predictive artificial intelligence tools, and a Unified Citizen Service Model that provides assistance in Mexican Sign Language and indigenous languages, all in compliance with international accessibility standards.
The results have been substantial: the state has seen an additional $477 million pesos in revenue collection, achieved $60 million pesos in savings by phasing out software licenses, and recorded over 2.4 million visits to the digital platform. In 2026 alone, more than 644,000 digital vehicle registration cards were issued, while citizen response times have been slashed by 70%.
Governor Marina del Pilar reaffirmed her administration’s commitment to deepening this digital evolution, with the goal of simplifying bureaucratic processes, cutting wait times, and delivering more transparent, efficient, and accessible public services to every resident of Baja California.
