Governor-elect, Marina del Pilar, presents more cabinet members in Baja California

The positions to be developed are Infrastructure, Fisheries and Human Rights

Through her social media, Baja California's Governor-elect, Marina del Pilar Ávila Olmeda, announced the new secretaries that will be part of her cabinet in this new state administration that will take office as of November 1st.

The new secretaries are Arturo Espinoza Jaramillo as Secretary of Infrastructure, Urban Development and Territorial Reorganization, Alma Rosa García Juárez as Secretary of Fisheries and Aquaculture and Melba Adriana Olvera Rodríguez as Undersecretary of Human Rights.

Arturo Espinoza Jaramillo holds a degree in civil engineering from the Instituto Tecnológico y de Estudios Superiores de Monterrey, having worked his first years of professional practice in the private sector between 1984 and 1989, and later worked as General Resident of Public Works of the Secretary of Human Settlements and Public Works of the State between 1989 and 1992, later obtaining the position of Director of Public Works of the State from 1992 to 1995.

He was also Director of Public Works and Services of Mexicali in the XV and XVI City Councils, which covered the period between 1995 and 2001, being Secretary of Infrastructure and Urban Development between 2001 and 2007, being responsible for major road works, bridges, highways, public buildings and the development of water infrastructure.

Espinoza Jaramillo was characterized for deploying important paving works, as well as the development of land management in urban planning and housing, based on effectiveness and designing systems that improve the quality of life of citizens.

Alma Rosa García Juárez has a degree in Biology from the UABC, as well as a master's degree in Fisheries Science from the School of Marine Sciences in Mazatlán, Sinaloa, and a PhD in Sciences from the Northwest Biological Research Center in La Paz, Baja California Sur.

She is an outstanding researcher in fisheries science, which has motivated alliances with the productive sectors, academia, different government agencies and institutions such as CONAPESCA, SEMARNAT and CONANP, being a leader in the Baja California fishing sector, contributing to the training of professionals from the Technological Institute of the Sea in Ensenada, Baja California, as well as the Technological Institute of Sonora in Guaymas; She has also been a researcher at INAPESCA since 2004, focusing on marine resource management, marine ecology, aquaculture and fisheries.

Melba Adriana Olvera Rodríguez has a Master's and Master's degree in Human Rights, Rule of Law and Democracy in Ibero-America, as well as a Bachelor's degree in Communication from the Autonomous University of Baja California (UABC), where she received the School Merit Award in 2001.

She is a professional with more than two decades of experience in social public service, exercising actions at national and international level, collaborating with PROFECO, the National DIF, the National Human Rights Commission, and actively participating in the United Nations Children's Fund (UNICEF).

In June 2015 she was appointed President of the State Commission of Human Rights of Baja California, becoming the first woman in the position and executing actions of strong institutional impact, to later occupy the Directorate of Attention to Migrants and the Secretary of Welfare in the XXIII City Council of Tijuana, promoting the first shelter for immigrant children. Her work led her to become Vice President of the Mexican Federation of Public Human Rights Organizations, participating in the appointment of the head of the Executive Commission for Attention to Victims.

The Governor-elect reiterated her commitment to elect people prepared with social commitment to head the agencies of the Fourth Transformation, in order to perform efficiently and contribute to the resolution of the multiple problems and challenges currently facing the state.
