Marina del Pilar reveals steps to regularize “chocolate” cars in Baja California

The first vehicle with foreign license plates was regularized

Baja Californian Governor Marina del Pilar Ávila Olmeda revealed that regularization of the first vehicle with foreign license plates has taken place, thanks to the new decree issued to regularize “chocolate” (illegal) cars.

In Mexicali, José Daniel, owner of a Honda Accord 2012 vehicle registered his car through the Regularization of Used Foreign Vehicles Program.

The process took place in the Public Vehicle Registry (REPUVE) module, part of the federal government. It was set up in the parking lot of the Auxiliary Rent Collection offices at the Civic Center in the capital of Baja California.

The Governor recalled that, through modifications in the original decree issued from the Presidency of Mexico, the need to do the process through a third party was eliminated. Owners of foreign vehicles that can be regularized can approach the state government directly and schedule an appointment without any outside parties through the REPUVE website.

The steps to regularize foreign vehicles are the following:

1.- Schedule an appointment on the following website: https://regularizaauto.sspc.gob.mx/. It is necessary for the vehicle’s owner to have in hand their CURP, zip code, and the vehicle’s serial number (which should begin with a number from 1 to 5). Also, the vehicle’s model should be from 2016 or earlier. A phone number and e-mail should be provided to follow-up the process.

2.- The owner will receive confirmation of their appointment through the e-mail they provided. The confirmation will have links to fill out and a form that can be downloaded to make the unique registration payment. The cost will be $2,500 pesos ($125 dollars, approximately), which must be paid to BBVA Bancomer bank, as well as a document ”declaring under protest of telling the truth”.

3.- Go to the REPUVE module at the scheduled day and time, with the following documents:
• Printed confirmation of the appointment (received by e-mail);
• Vehicle’s title deed;
• Valid driver’s license of the state of Baja California;
• Printed image (photograph) of the vehicle’s serial number (the serial number can often be found on the windshield or inside one of its doors);
• Proof of payment
• Declaration of telling the truth, filled out and signed;
• Proof of address no older than 3 months old;
• Show the vehicle physically

REPUVE’s attention modules can be found at: Mexicali, at the parking lot of Auxiliary Rent Collections in Centro Cívico (Civic Center), located in Calzada Independencia corner with Calle Humberto Torres Sangines; and in Tijuana, at Auxiliary Rent Collections Vía Rápida, in Col. 20 de Noviembre. The working hours for both places are: Monday to Friday, from 8:00 AM to 5:00 PM, and Saturdays from 8:00 AM to 1:00 PM.

Marina del Pilar reminded all citizens that the process itself in REPUVE modules has no cost.

As a result of this process, she added, the owner will be given a “Document of Import”, issued by the National Agency of Customs of Mexico (ANAM), as well as a “certificate of enrollment in REPUVE.”

With these documents, it is possible for the owner to be a registered member of the Vehicle Census of the State, as well as obtain national license plates. This process will be supported by the Vehicular Identity and Fight Against Pollution Institute (INVEC).

Due to this, she stated that the owners who registered through the INVEC census will given a $1,000 pesos discount when obtaining their license plates.

Similarly, owners who finish their registration at the REPUVE module and get their license plates on the same day will receive a $500 pesos discount.

The cost of both the registration in the Vehicular Census of the State and the license plates will range from $2,000 pesos for vehicles registered in INVEC to $2,500 pesos, depending on the vehicle’s characteristics.

It is expected that, due to the increase in appointments and registration applications, major modules will be set up in order to assist a greater number of people, which is why the state government invites everyone to be aware of where sites will be set up to carry out these processes.
