Lack of awareness about the responsibility of taking care of pets and lack of sterilization are some of the factors that contribute to the problem of abandoned animals in the city. Local authorities have implemented sterilization and awareness programs, but continuous and coordinated effort is required to adequately address this issue and provide a better future for abandoned animals in Tijuana.
