Free community healthcare, new hospital construction, and expanded specialized services stand out among the primary healthcare achievements of the past five years, Governor Marina del Pilar Ávila Olmeda announced ahead of her Fifth State of the State Address.

“Health is a fundamental right, not a privilege,” Governor Ávila Olmeda stated. “Our focus remains on ensuring that no family is forced to forego medical treatment due to financial hardship, and that quality care reaches even our most remote communities.”

Between 2022 and 2026, the state’s Itinerant Public Health Units delivered 838,736 services across 118 high-need locations in Baja California’s seven municipalities. Seven newly constructed Wellness Clinics, with an investment of over 163 million pesos, have provided nearly 238,000 free patient encounters, covering general consultations, testing, and medications.

Governor Marina del Pilar thanked President Claudia Sheinbaum Pardo for driving major expansions in regional healthcare infrastructure including the Tijuana East Zone General Hospital, the Ensenada Regional General Hospital, and the San Felipe Community Hospital. Federal investments have also upgraded ISSSTE facilities in Ensenada and Playas de Rosarito, alongside expanded IMSS facilities in Mexicali and San Quintín.

In addition, through the Código Infarto (Code Heart Attack) emergency protocol, 1,188 patients presenting with acute coronary syndrome received immediate care, with 756 undergoing specialized coronary procedures. The state also performed 5,597 cataract surgeries for adults over 60 without social security coverage, and completed approximately 449,000 oral health consultations.

The state also reactivated its Liver Transplant Program, alongside a groundbreaking achievement by the Mexican Red Cross (Tijuana Delegation). In November 2025, the delegation performed its first successful kidney transplant, marking the first time any Red Cross institution in Mexico or Latin America has executed the procedure.

To bolster statewide emergency coordination, the administration launched the State Health Emergency Center, backed by an investment exceeding 10 million pesos.

Regarding mental health, 185,000 evaluations were conducted,  over 473,000 clinical mental health consultations were delivered, and 26,000 specialized interventions were provided for individuals on the autism spectrum. Plus, 17,114 crisis interventions were managed via the 075 helpline, which operates 24/7 year-round

“We will continue working to make healthcare increasingly accessible, efficient, and compassionate for everyone. The well-being of our people will always remain at the center of our state’s priorities,” Governor Marina del Pilar stated.
