This project aligns with Governor Marina del Pilar’s administration’s commitment to bridge the digital divide, streamline citizen services, and significantly cut down processing times and travel costs for residents.
The platform is competing in two core categories: Digital Government Services and Public Sector Efficiency. Built on local open infrastructure (BajaStack and Ollama), the system operates entirely on sovereign AI architecture. This approach eliminates licensing costs entirely while maintaining strict data privacy and local processing, ensuring sensitive citizen records are never routed through foreign commercial clouds or external servers.

A Dual Impact on Citizens and Operations
Ventanilla Digital BC functions on a dual co-pilot model tailored to modernize interactions between the public and government agencies:
- For Citizens: The 24/7 service offers natural language guidance, automated real-time document verification (OCR/NER) to validate IDs and proof-of-address documents, and fraud-prevention safeguards against duplicate or invalid applications.
- For Public Officials: The back-office tool generates the operational frameworks for new administrative procedures from the official catalog in minutes. It features an integrated ethical governance model (Human-in-the-Loop), keeping final legal validation, review, and resolution strictly in the hands of human public servants.

Production Metrics and Strict Grounding
Unlike conceptual projects, the Ventanilla Digital BC ecosystem has established a proven track record in high-demand operational environments:
- More than 200 state procedures fully digitized in the production catalog.
- Over $477 million pesos in vehicle registration, licensing, and civil fees managed smoothly and reliably.
- More than 2.4 million service interactions recorded to date.
- A 0% hallucination rate, achieved via a REST API integration with the State Registry of Procedures and Services (RETYS) that strictly confines AI outputs to official legal frameworks.

Through the World Bank accelerator, Baja California plans to undergo institutional maturity evaluations and secure ethical standard certifications in the latter half of 2026, culminating in a presentation at the World Bank Digital Summit.
The ultimate objective of the strategic roadmap is to transfer the code and modular architecture of Ventanilla Digital BC as an open Digital Public Good (DPG). By making the platform available license-free to other Mexican states and nations across Latin America and the Caribbean, Baja California aims to establish a benchmark for responsible state-of-the-art technology development in the region.
