The Municipal Civil Protection Council unanimously approved a State of Pre-Alert during its Fourth Extraordinary Session in response to meteorological forecasts associated with the El Niño phenomenon.
Led by Mayor Ismael Burgueño Ruiz, the council also ratified a comprehensive Interinstitutional Action Plan focused on prevention, preparedness, and emergency response.
The mayor emphasized that technical data and identified risk scenarios for the municipality make it necessary to strengthen institutional coordination and proactive countermeasures.

Municipal Agencies Coordination in Response to El Niño
The pre-alert measure aims to ensure that all municipal departments maintain operational readiness and coordination to manage any hydrometeorological contingencies.
During the session, Mayor Burgueño Ruiz outlined a series of mandatory coordination and preventive actions.
The approved agreement mandates the continuous monitoring of high-risk areas and actions established in Interinstitutional Action Plan, and the issuance of timely public weather advisories.



Temporary Shelters Opened
The council’s strategic plan prioritizes the inspection of designated shelter spaces, ensuring that capacities, social assistance programs, public health measures, and animal welfare protocols remain up to date.
In addition, crews will intensify cleanup and desilting operations at critical runoff points. Authorities also established protocols for preventive road closures, traffic control, and coordinated evacuations when warranted.
Officials committed to maintaining an active public information campaign to keep residents updated during the Pre-Alert State, reporting regularly to the council on progress and resource needs.

Machinery and Equipment
The council also authorized immediate administrative and budgetary procedures to guarantee the repair, maintenance, and operation of essential emergency equipment.
“The session will remain open. We are not going to leave the people of Tijuana on their own,” Mayor Burgueño Ruiz stated. “This City Hall will rise to the occasion; with permanent monitoring and citizen participation, we will strengthen the city.”

Meanwhile, Wendy Ontiveros González, Secretary of Welfare, reported on areas screened that could be potentially used as shelters.
María Guadalupe Rubio Cucue, Delegation Coordinator, explained the condition of current operational machinery across all of Tijuana’s districts.



The extraordinary session was attended by Secretary of the Municipal Government Ramón Vázquez Valadez; State Civil Protection Coordinator Mayté Navarro López; Cabinet Coordinator Alonso López Sepúlveda; Secretary of Security and Citizen Protection José Alejandro Avilés Amezcua; Secretary of Territorial and Urban Development Virginia Vargas González; Legal Advisor Alejandro Rivero Huerta; Councilmembers Rogelia Arzola Santillán and Arturo Aguirre González; and Director of Social Communication and Public Relations Mariana López Ramírez, alongside municipal delegates and council members.
