In her Second Government Report, President Claudia Sheinbaum Pardo underscored the advancement of strategic projects in Baja California that bolster water security, environmental rehabilitation, and clean energy access for local families.
Governor Marina del Pilar Ávila Olmeda has continued to coordinate with President Sheinbaum, who continues to enjoy a 73% public approval rating. This collaboration has enabled the alignment of federal and state resources to tackle long-standing needs and implement priority projects that improve living conditions throughout Baja California.
Among the flagship initiatives is the construction of the Playas de Rosarito Desalination Plant, which is projected to boost water supply for Tijuana and Playas de Rosarito by up to 45%.
On the environmental front, efforts to rehabilitate the Tijuana River are progressing through the reconstruction of collectors, the prevention of pollutant discharges, and the reinforcement of wastewater treatment systems. These measures are key to restoring the river and enhancing the area’s ecological health.
In Mexicali, energy infrastructure is being strengthened with the González Ortega Combined Cycle Power Plant, which will expand regional electricity capacity. Complementing this effort, the Solar Roofs for Well-Being program is installing photovoltaic systems to help families reduce electricity costs, deal with extreme heat, and promote renewable energy adoption.
In addition, the recently inaugurated 11.4-kilometer Tijuana Elevated Viaduct, ongoing construction and maintenance along the Federal Highway Network, and the modernization of the Port of Ensenada to support local fisheries and trade are actions undertaken to improve mobility, connectivity, and productivity.
In the realm of public safety, Baja California participates in the federal security strategy, which has contributed to a 51% reduction in the national daily average of intentional homicides since President Sheinbaum took office. This approach combines root-cause intervention, National Guard consolidation, intelligence work, and institutional coordination.
Healthcare improvements are equally tangible in the state with the opening of the Tijuana East General Hospital, an IMSS-Well-Being facility equipped with 60 beds, and projects to expand and replace medical units in Ensenada, Mexicali, and Rosarito to broaden service capacity across the state.
Educational investments include a new campus of the Rosario Castellanos National University in Mexicali, complementing the existing Tijuana location, expanding nine high schools in Mexicali, Tijuana, and Ensenada, and building 29 Child Education and Care Centers in San Quintín and Mexicali.
The administration’s well-being agenda maintains a comprehensive lifecycle approach, with a 2026 target of 421,000 beneficiaries and an investment of 9 billion pesos allocated to pensions, scholarships, agricultural support, youth programs, and other social initiatives.
In housing, some 80,800 actions are planned through CONAVI, INFONAVIT, and FOVISSSTE, including regularization and home improvement programs. Additionally, the Justice Plan for the Yuman Peoples of San Quintín and measures supporting agricultural laborers reinforce social equity and help solidify the vision of Shared Well-being throughout Baja California.
