On May 16, 2023, the Police Member Investigation Department opened a file regarding four Traffic Division officers due to alleged irregularities in the handling of the immediate aftermath of the traffic incident that claimed the life of teacher Yenin Chan in Mexicali.
Once the investigation was completed, the case was referred to the Honor and Justice Commission at the end of September of the same year. The process concluded on May 14, 2025, with the commission’s resolution being to permanently remove the four officers from their positions. These included the two first responders, the forensics expert in charge, and a forensics expert chief, all assigned to the Municipal Police.
During the proceedings, videos, documentary evidence, and testimonies were gathered, confirming that the officers failed to follow the protocols established in the department’s operations manual, particularly in managing the accident scene, securing those involved, and properly conducting forensic examinations.
Since the officers’ actions could not be justified, the maximum administrative penalty allowed by law for police personnel was applied, resulting in their immediate dismissal. This entails the loss of salary and access to social security benefits.

What Happened to Yenin Chan?
Teacher Yenin Edén Chan Escárcega died at the age of 40 after being hit by a vehicle on May 15, according to the 2023 Traffic Accident Report.
That same year, former prosecutor Ricardo Iván Carpio Sánchez stated that officers from the Public Safety Directorate of Mexicali had failed to report the accident, prompting an investigation into their conduct from that moment onward.
