Governor Marina del Pilar Empowers Youth by Swearing in “Girl Governor” on Children’s Day

Joined by her very own children’s cabinet, the young Luz Alejandra Serrano Luna was formally sworn into office.

In a celebration of Children’s Day, Governor Marina del Pilar Ávila Olmeda took a bold step toward inclusive governance by appointing Luz Alejandra Serrano Luna as the state’s “Niña Gobernadora” (Girl Governor) for 2026.

Joined by her very own children’s cabinet, the young Serrano Luna was formally sworn into office, an act that symbolizes what the governor calls “a transformative force” led by the region’s youngest citizens.

The governor stated that her administration is the first to formally include the voices of children in the State Development Plan. She emphasized that her government is actively safeguarding children’s well-being through food assistance, healthcare, and the distribution of technology to support academic growth.

“My job is to keep creating the conditions where every child’s dream can come true,” the governor added. “Whether a child wants to play sports, create art, or launch a project, they will always have our full support.”

Meanwhile, Luz Alejandra Serrano Luna, the newly appointed Girl Governor, stated that true leadership requires vision to achieve a greater good. She said that just as students seek academic answers in school, the government must find solutions to  people’s needs through dialogue.

“We want to be a voice that represents and defends the rights of every girl and boy living in this land. We want to give our best to the government and work together to build a society based on equality,” she said.

According to State Education Secretary Irma Martínez Manríquez, this annual event is a platform that guarantees children’s right to influence their communities, leaving a lasting imprint on both their personal development and public policy.

Governor Marina del Pilar closed the event with a firm commitment to building inclusive schools that reject mistreatment and embrace differences, claiming that in Baja California no child will be left behind or excluded from opportunities to grow.
