Mayor Ismael Burgueño Ruiz of Tijuana said that his administration will have zero tolerance for corruption among public officials. He made this statement during his speech at the “Fight Against Corruption in Austere and Honest Public Management” conference, held as part as the Tijuana Transformed forum.
During the event, which took place at the National Chamber of Commerce, the mayor stated:
“It gives me great pleasure to join this forum on combating corruption in public management, which marks the beginning of this dialogue space with society regarding a matter that concerns us permanently. Our goal is to set an example of an austere and honest administration.”

The mayor explained that the proposals and actions arising from this exercise will help strengthen the 2025 Voluntary Local Report, which measures the progress of his government in implementing the United Nations’ 2030 Agenda.
Mayor Burgueño Ruiz emphasized that the 2025-2027 Municipal Development Plan includes a cross-cutting initiative called “Tijuana Transformada” (Tijuana Transformed), which serves as a guide for the conduct of city government officials. This project aligns with the Baja California State Development Plan and the National Development Plan.

“The report being compiled will serve as a tool to track our progress in implementing strategies and their impact, ensuring we stay on course to become the best administration in Tijuana’s history,” the mayor said.
Meanwhile, Arnulfo Guerrero León, Municipal Government Secretary, noted that under Mayor Burgueño’s leadership, every government action is being made clear, accessible, and evaluable by citizens, as trust is built through transparency and results.

“Thanks to the coordinated efforts of the Metropolitan Planning Institute (IMPLAN), the Municipal Citizen Participation Institute (IMPAC), and all involved agencies, Tijuana is positioning itself as a municipality steadily advancing toward a more open and participatory governance model,” Guerrero León added.
Municipal Attorney Teresita Balderas Beltrán praised the forum’s efforts, stressing that ethics, transparency, and accountability are—and must remain—hallmarks of this administration.

“We play a crucial role as the backbone in ensuring the City Hall adheres to anti-corruption guidelines. For the first time in history, all 37 ethics committees under our jurisdiction have been established,” she said.
This event was also attended by Kenia Gutiérrez Coronado, Executive Director of IMPAC; Juan Diego Mascareño López, Executive Director of IMPLAN; Alejandro Rivero Huerta, City Hall Legal Advisor; and Jorge Alberto Muñoz Escudero, Citizen Representative.
