Morena has built a strong electoral presence in Baja California over the past several election cycles, and Ismael Burgueño Ruiz believes that record gives the party an advantage as it prepares for the 2027 gubernatorial race.
Burgueño, who is currently on leave as mayor of Tijuana while participating in Morena’s internal selection process, told El Universal that the party’s relationship with voters is one of the main reasons for its continued strength in the state.
He also pointed to the performance of governments associated with Mexico’s ruling political movement, known as the Fourth Transformation, as a factor behind Morena’s support.
A 2027 race already taking shape
The internal contest is taking place well before Baja California’s next gubernatorial election, but the candidates are already using the process to establish their positions within the party.
For Burgueño, that means emphasizing organization and direct contact with voters rather than focusing exclusively on the eventual nomination. He characterized Morena’s internal process as an opportunity for its different factions to work together and strengthen the party ahead of the election.
He also expressed confidence in the process and dismissed concerns that the nomination could lack transparency.
That emphasis on unity is particularly relevant as Morena prepares to defend the governorship in a state where it has repeatedly won at the ballot box.
Morena’s electoral record in Baja California
Burgueño cited four consecutive electoral victories for Morena and its political allies in Baja California as evidence that the movement has established a durable base of support.
That history includes victories at different levels of government and reflects the broader expansion of Morena across Mexico since the party was founded.
The Tijuana politician argues that maintaining that advantage will depend on continuing to demonstrate results rather than relying solely on the party’s previous electoral successes.
For him, the 2027 contest is therefore also a test of whether Morena can preserve the connection with voters that has helped it dominate state politics.
Why government coordination is part of his message
Burgueño has also made cooperation between governments a central part of his argument.
He highlighted the relationship between municipal, state and federal authorities, particularly in areas such as public safety. Among the initiatives he cited were technology-based security measures and coordination between government agencies.
The message also aligns his political platform with the national agenda of President Claudia Sheinbaum, whose administration is part of the same Morena-led political movement.
Rather than presenting the state government’s work as an isolated effort, Burgueño argues that cooperation across levels of government has helped produce results and should continue.
