Tijuana is bringing together representatives from the business, academic, social and civil society sectors as the city works on a long-term vision for how the metropolitan area should grow.
The initiative was discussed during the second session of the Citizen Advisory Council for Urban Development, led by Mayor Abdiel Gutiérrez Coronado, where new council members were sworn in.
One of the main items presented during the meeting was the roadmap for developing a Strategic Metropolitan Plan, which will be created through working groups involving representatives from different sectors.



Planning for a more connected metropolitan area
The council is intended to give businesses, developers, professional organizations, academics and community groups a role in discussions about Tijuana’s future development.
Juan Diego Mascareño López, executive director of the Tijuana Metropolitan Planning Institute (Implan), said the goal is to develop planning tools that can help make the city more livable, compact, sustainable and connected.
The broader planning effort is also intended to create conditions that encourage investment, job creation and economic development while addressing the city’s long-term urban needs.



New members join the advisory council
During the session, Gutiérrez formally welcomed new members to the council, emphasizing the importance of incorporating perspectives from different sectors into decisions affecting the city.
The council also approved moving forward with the development of regulations governing its operations.
The next phase will focus on working with the participating sectors as the Strategic Metropolitan Plan takes shape, potentially providing a framework for Tijuana’s future urban development.
