Tijuana continues municipal programs focused on public services and quality of life

The city is maintaining initiatives launched under former mayor Ismael Burgueño Ruiz, covering everything from infrastructure and public safety to digital services and free healthcare.

Tijuana’s municipal government is continuing several programs launched during the administration of former mayor Ismael Burgueño Ruiz, with current Mayor Abdiel Gutiérrez Coronado overseeing their implementation. Together, the initiatives address some of the city’s main public-service priorities, including infrastructure, cleanliness, technology, safety and healthcare.

Programs covering key areas of city services

One of the main initiatives is “Tijuana, Ciudad Limpia”, a program focused on keeping public areas in better condition through ongoing cleanup efforts. Its work includes removing trash and debris, rehabilitating roads, repairing public lighting and recovering public spaces across the city’s delegations.

The municipality is also continuing “Obra Pública 2026”, its public infrastructure program, which currently includes 79 priority projects intended to improve mobility, connectivity and community infrastructure throughout Tijuana.

Expanding digital and safety services

Through “Transformación Digital,” the city is expanding the use of technology to make municipal procedures and services more accessible. The initiative also incorporates tools such as the “Botón de Emergencia” and “Botón Morado,” which are designed to strengthen the city’s response and public safety systems.

Tijuana’s free healthcare program surpasses 100,000 enrollees

The municipality’s “Tijuana Saludable” program provides free preventive and primary healthcare services to registered residents. It has now surpassed 100,000 enrollees and recorded more than 212,000 healthcare services, including medical consultations, laboratory tests, dental care, medications and prescription eyeglasses.

The city has continued promoting enrollment through dedicated health units, municipal facilities and community outreach activities, allowing more residents to access the program.

Continuing the administration’s original strategy

The current administration has maintained these initiatives while Gutiérrez Coronado oversees the city government during Burgueño’s leave of absence.

Burgueño remains on leave while participating in Morena’s internal process for the Baja California governor’s race. Meanwhile, the municipal government says it is maintaining the programs established during the early stages of the administration as part of a broader effort to make Tijuana a more organized, modern and inclusive city.
