The government of Tijuana held the “Infrastructure and Mobility: Modern Tijuana” forum, a space for dialogue and collaboration that brought together authorities, specialists, and citizens aiming to build public policies for orderly and sustainable urban development.

This forum is an initiative from Mayor Ismael Burgueño Ruiz of Tijuana, who has outlined a future vision for the city based on modern infrastructure and a transformed urban mobility model.
This effort reinforces Tijuana’s commitment to the United Nations’ 2030 Agenda, highlighting the importance of measuring the progress of local strategies through tools like the 2025 Voluntary Local Report.

In this regard, the Secretary of Territorial, Urban, and Environmental Development, Virginia Vargas González, emphasized the local government’s role in this global commitment:
“We must work collaboratively, comprehensively, and with a forward-looking vision. This forum is another step toward building stronger public policies, clarifying projects that address the real needs of our people, and strengthening a Tijuana that grows with order, respect, and responsibility.”

Similarly, the Metropolitan Planning Institute Director, Juan Diego Mascareño López, stated:
“From the first day of this administration, Mayor Ismael Burgueño has instructed us to work with a modern, human, and sustainable vision—one that understands Tijuana’s development cannot continue haphazardly and that urban growth must be guided by equity, sustainability, and functionality.”
Improving Infrastructure and Mobility in Tijuana: A Priority
The forum highlighted that the 2025–2027 Municipal Development Plan prioritizes infrastructure and mobility improvements as key pillars to ensure Tijuana’s competitiveness and enhance citizens’ quality of life. This document aligns with the Baja California State Development Plan and the National Development Plan, which in turn follow the 2030 Agenda recommendations.

This event was attended by the Secretary of Sustainable Urban Mobility, Inspection, and Road Safety, Apolinar Fernández Álvarez; the Secretary of Environmental Protection, María Fernanda Sandoval Aldana; Cabinet Coordinator, Leticia Vidrio Moreno; the Director of Municipal Public Services, Josué Gutiérrez Márquez; the Director General of the Citizen Participation Institute, Kenia Gutiérrez Coronado; and Citizen Representative Miguel Ángel Pérez Bertón.
Through these actions, the government of Tijuana reaffirms its commitment to building a modern, human, and sustainable city, ready to meet present and future challenges.
