With the 2027 gubernatorial race still more than a year away, Tijuana Mayor Ismael Burgueño Ruiz is already positioning himself as the candidate to beat, according to the latest polling from Demoscopia.
The firm’s “Road to 2027” survey places Burgueño Ruiz at the top of the preference list with 40.2% support, a commanding lead over his nearest competitors. Héctor Osuna Jaime trails far behind at 21.1%, while Jorge Ramos captures just 6.5% of the vote intention. Meanwhile, nearly a quarter of respondents (23.1%) remain undecided, suggesting that the race is far from settled.
Morena Holds Firm Grip on Voter Preference
At the party level, Morena continues to dominate the state’s political landscape, securing 43.1% of voter preference. The National Action Party (PAN) follows with 20.4%, while all other political forces register in the single digits, underscoring the ruling party’s stronghold in Baja California.



Within Morena’s internal ranks, Burgueño Ruiz also emerges as the clear frontrunner for the party’s gubernatorial nomination, garnering 35.3% support among party sympathizers. He outpaces other notable figures, including Senator Julieta Ramírez and Ensenada Mayor Claudia Agatón, both of whom trail significantly in early polling.
A Complex Race with Time for Shifts
Despite Burgueño Ruiz’s apparent advantage, political analysts caution that the electoral landscape remains highly fluid. With the official campaign season still on the horizon and more than one in five voters yet to make up their minds, the coming months could bring significant realignments.
For now, however, the early numbers paint a promising picture for Tijuana’s mayor, who appears to be consolidating his status as one of the most formidable contenders in the 2027 gubernatorial race.
