A Shared Binational Agenda
The mayor emphasized that cooperation is essential to solving issues and creating long-term economic opportunities for local communities.
“From our very first day in office, our immediate priority in Tijuana was reaching across the border to establish a unified binational agenda,” he said.

Tijuana as a Blueprint
As the world’s busiest border crossing and Mexico’s most populous municipality, Tijuana offers a clear blueprint for how binational collaboration yields tangible results, according to Mayor Ismael Burgueño. Sustained communication between both governments, he argued, directly improves border security, traffic flow, and operational efficiency.
As an example, he spoke of the Cross Border Xpress and the municipal Emergency Button to improve safety for tourists and visitors. Plus, the SENTRI lane on Second Street in Downtown Tijuana, which eases congestion and shortens border wait times.

Burgueño extended direct appreciation to Mariza Marín, Port Director at the San Ysidro Port of Entry for U.S. Customs and Border Protection (CBP), who also joined the panel discussion.
He noted that when the government views its role as a facilitator of solutions rather than a barrier, real progress follows.
“When we start working together, we start making decisions that deliver a positive impact on our binational community,” the mayor said.
