Following several months of complex engineering work through rocky terrain, the State Public Services Commission of Tijuana (CESPT) is set to finish the rehabilitation of the Ensenada Sewage Collector in the Internacional neighborhood this week. The project replaces deteriorating pipelines to improve the city’s sanitary sewer network.

Mónica Vega Aguirre, Director General of CESPT, highlighted that the project is part of a broader citywide initiative to modernize Tijuana’s aging sewage infrastructure. Priority has been given to sections where severe pipeline degradation poses the highest risk of drainage failures.

Under Governor Marina del Pilar Ávila Olmeda’s administration, several major sewage infrastructure upgrades have been completed including the Rosario Salado, Garita, Insurgentes, and Oriente collectors and now the Ensenada Collector is the latest to reach completion.

“We are proactively updating infrastructure that urgently requires renewal to prevent larger system failures,” said Vega Aguirre. “In the case of the Ensenada Collector, terrain conditions forced us to relocate a section of the pipeline and dig to substantial depths. These projects require specialized technical solutions to ensure we deliver safer, more reliable utility services to local families.”

Financed with an investment of 7.3 million pesos, the project involved installing 211 meters of high-density polyethylene pipe, constructing new manholes, and integrating the section with the existing sewer grid through excavations reaching depths of up to 11 meters.

Since construction began in November 2025, crews have relied on heavy specialized machinery to penetrate rocky terrain, which presented one of the project’s toughest operational challenges.

The completed rehabilitation directly benefits nearly 5,900 residents in the Internacional neighborhood and surrounding areas by streamlining wastewater transit and facilitating easier routine maintenance for years to come.
