On October 20, Mayor Ismael Burgueño, academic leaders, and students gathered at the Rosario Castellanos National University for a ceremonial groundbreaking to mark the official start of construction on a major pedestrian bridge serving the campus community.

Led by the mayor, the Tijuana City Hall is allocating nearly $51 million pesos of municipal funds directly into the infrastructure project.

“Today, we finally have the opportunity to lay the first stone for this pedestrian bridge,” Mayor Ismael Burgueño told attendees during the ceremony. “When the president visited for the university’s inauguration, she requested this project on behalf of the students and asked City Hall to step up. We made that commitment, and today we are delivering. This bridge will be completed in just a few months and will be top-tier.”

For her part, Wendy Secundino, a law student from the Rosario Castellanos National University, emphasized that the new pedestrian bridge is far more than a practical highway crossing, it means a genuine commitment to student welfare from authorities.

“It shows they are invested in our lives and in safeguarding two fundamental rights: the right to education and the right to physical integrity and safety,” she said.

Virginia Alejandra Vargas González, head of Tijuana’s Secretariat of Territorial, Urban, and Environmental Development (SDTUA), noted that the bridge’s construction stems from community voting and targeted budget adjustments aimed at prioritizing student safety.

She explained that the structure will feature a 60-meter main span flanked by 90-meter ramps on both the north and south sides. This design provides students, faculty, and visitors with a secure access route to the campus, eliminating the need to navigate the highway.

In addition, Mayor Ismael Burgueño stated that the government will continue defending students’ rights by ensuring safe, accessible transportation to and from school.
