Tijuana has officially become the first municipality in Mexico to join the Pact for Prosperity and Economic Justice. The move is part of a broader strategy to accelerate local economic development and build a safer, more favorable climate for business investment.
The achievement highlights the ongoing initiatives led by Mayor Ismael Burgueño Ruiz during his second year in office as part of his administration’s “Transforming Tijuana” agenda.

Led by the Confederation of National Chambers of Commerce, Services, and Tourism (CONCANACO SERVYTUR), the multi-sector coalition unites government officials, academic institutions, civil society, and business leadership. The coalition’s strategy rests on three key pillars: anti-extortion security measures, economic justice with access to financing, and regulatory simplification.
“We are Transforming Tijuana through concrete action. Joining this crucial pact during our second year of government reflects our conviction that economic growth must go hand in hand with social justice and public well-being. Tijuana, where the homeland begins, has marked the launch of this national initiative,” the mayor stated.

Hailed as a milestone for municipal governance, the agreement establishes a structured roadmap to boost the competitiveness of family-owned businesses, streamline bureaucratic processes, and expand financial support programs.
A core priority of the pact is tackling extortion. The city plans to strengthen anti-extortion strategies by introducing secure, anonymous reporting channels and working in close coordination with state and federal law enforcement.

Demonstrating immediate action under the agreement, Mayor Ismael Burgueño Ruiz announced the rollout of the city’s first Digital Kiosk, located at the Hotel Nelson in Downtown Tijuana. City Auditor Teresita Balderas Beltrán and CONCANACO SERVYTUR President Octavio de la Torre de Stéffano spearheaded the launch.
The kiosk enables business owners, vendors, tourists, and residents to report administrative misconduct by public officials. Users can submit anonymous reports, detail specific incidents, log dates, and upload supporting photos, enhancing municipal transparency and civic accountability.

Mayor Ismael Burgueño Ruiz emphasized that Tijuana is taking a proactive role in the nationwide effort and noted that the city’s focus on security, economic justice, and commercial development aligns closely with the federal policies of Mexican President Claudia Sheinbaum Pardo aimed at promoting shared prosperity and well-being.
The Tijuana City Hall reaffirmed its commitment to driving local development, attracting investment, and improving quality of life by collaborating across all social sectors and government levels to continue Transforming Tijuana.
