Tijuana’s Economic Development Council (CDT) has appointed business executive Aram Hodoyán Navarro as its new president, marking his return to an organization he helped establish and previously led from 2018 to 2020.

Hodoyán took the oath of office alongside the council’s new board during the CDT’s 29th Ordinary General Assembly of Members, attended by Baja California Governor Marina del Pilar Avila Olmeda.

In his first remarks as president, Hodoyán pointed to the projects made possible through collaboration between public officials and private businesses, saying the outgoing leadership had set an example for what joint efforts can accomplish.

Outgoing Leadership Recognized for Joint Projects

During the assembly, Governor Avila acknowledged the work of outgoing president Ana Alicia Meneses Martínez and her cooperation with the state government. One example highlighted was Parque Esperanto, a public space designed to give families a place to gather.

Avila also reflected on the challenges businesses and institutions faced during the COVID-19 pandemic, describing the experience as valuable preparation for the uncertainty and global changes ahead.

She said the world is undergoing a profound transformation and may not return to the conditions that prevailed before the pandemic. Experience and leadership, she added, will be important in navigating future challenges.

Hodoyán is a Tijuana-based business executive who works at On-Time Logistics. He studied at San Diego State University and has more than two decades of experience in local business organizations.
