“Coordination Route” Proposed to Unblock Public Works in Western Mexicali

The President of the State Congress, Michel Sánchez Allende, has proposed a new institutional collaboration route with the State Government and City Hall to achieve the comprehensive rehabilitation of the Santa Isabel Highway. The initiative seeks to consolidate a joint work agenda that will drive urban development in western Mexicali.

Through a point of agreement, Sánchez proposed teaming up with the Secretariat of Infrastructure, Urban Development and Territorial Reorganization (SIDURT), the Secretariat of Finance, and the Legal Counsel. The goal is to provide legal support to resolve a long-standing issue: a section of the highway is registered under private ownership, a condition that technically blocks the investment of public funds.

According to the legislator, solving this administrative hurdle is a state priority aimed at protecting the lives of families in Mexicali. She explained that modernizing the road will not only improve mobility but also reduce risks by providing proper pavement, signage, and traffic lights. She also emphasized that the project is key to enabling access to new educational infrastructure planned for the area.

Sánchez Allende laid out the legal tools provided by state law to make the project viable. She noted that swift and applicable mechanisms exist, including the signing of agreements, purchase-sale transactions, or, as a guarantor of collective interest, expropriation for public use.

“From the Legislative Branch, we are here to contribute and facilitate legal solutions,” Sánchez said. “We know that the state and municipal executives are fully willing to transform Mexicali. That is why we are proposing this range of legal alternatives. By working together, we will ensure that administrative procedures do not stand in the way of well-being and public works that the citizens of western Mexicali need.”
