Governor Marina del Pilar Avila Olmeda has delivered four electric carriages to Playas de Rosarito, replacing traditional horse-drawn vehicles and ushering in a new era of sustainable mobility along the coast.
The initiative positions Baja California at the forefront of electromobility and compassionate tourism, eliminating the use of animals in this iconic service while safeguarding the livelihoods of the families who depend on it.

“What makes this truly special is that we are not only modernizing a beloved tradition, but also protecting sentient beings and preventing any form of cruelty,” Governor Marina del Pilar said.
Secretary of Environment and Sustainable Development, Norma Elvia Martínez Santos, described the project as a landmark public policy that reconciles tourism economic activity with animal welfare and sustainable mobility, without penalizing the workers who have long relied on this trade.

Rosarito Mayor Rocío Adame Muñoz emphasized that the new electric carriages preserve a cherished local custom while adapting it to contemporary expectations, strengthening the financial stability of local families and enhancing the town’s appeal as a forward-thinking tourist destination.
Tourism remains the lifeblood of Rosarito’s economy, with roughly 80% of local economic activity tied to the service sector, according to the city’s Secretary of Economic Development and Tourism. The transition to electric carriages, he added, ensures that the destination remains competitive and responsive to evolving visitor preferences.

One of the beneficiaries Ana Zambrano expressed her gratitude for the support given so that she could modernize her way of working as it allows them to continue offering excellent service to visitors, while ensuring that no animal suffers in the process.
Following the ceremony, the Governor visited a pony recently rescued from a case of animal abuse, now recovering in protective care. She reaffirmed her administration’s commitment to enforcing strict penalties against cruelty and advancing policies that protect all sentient beings. Protecting animals and creating opportunities for families is what building shared well-being in Baja California truly means.
