Baja California Governor Marina del Pilar Ávila Olmeda and the General Director of the National Water Commission (CONAGUA), Efraín Morales López, signed a collaboration agreement to move forward with the construction of the Rosarito Desalination Plant. This project aims to guarantee the right to water for the residents of Tijuana and Rosarito.
“We thank President Claudia Sheinbaum Pardo for her strong support in ensuring this vital resource reaches those who need it most. When water stops being a promise and becomes a right, that’s when true transformation begins,” the governor said.

She explained that this project is part of the 2024–2030 National Water Plan and will involve a joint investment of 12 billion pesos between the Mexican government and the government of Baja California.
The desalination plant will guarantee clean and sufficient water for current and future generations in Tijuana and Playas de Rosarito, putting an end to water shortages and promoting water sovereignty in the region.

Meanwhile, Víctor Daniel Amador Barragán, Secretary of Water Management, Sanitation, and Protection (SEPROA) in Baja California, announced that the project will be carried out in phases. CONAGUA will oversee the plant’s construction, while the state government will handle water distribution infrastructure.
“This demonstrates the political will and leadership of our governor, as well as President Claudia Sheinbaum’s support, who has recognized this project as a national strategic priority,” he emphasized.

With this agreement, the Baja California government, in coordination with the federal administration, marks a historic milestone in water infrastructure, addressing a long-delayed need that is now becoming a reality thanks to joint efforts and a commitment to the well-being of Baja Californians.
