The mayor of Tijuana on leave, Ismael Burgueño Ruiz, has solidified his position as the frontrunner in Morena’s internal race for the governorship of Baja California, ahead of the 2027 state elections.
According to a recent survey by Demoscopia Digital, Burgueño holds 30.9% of voter preferences, securing the top spot among potential candidates. He maintains a comfortable lead of more than 10 percentage points over his closest rival, senator on leave Julieta Ramírez, who trails in second place.
The poll, conducted via telephone from July 30 to August 2 with a sample of 1,000 respondents, asked participants: “Who would you prefer as Morena’s candidate for governor of Baja California?”

Rounding out the top three is Armando Ayala, who garnered 6.8% support. The remaining contenders, Montserrat Caballero, Jorge Ramos, Evangelina Moreno, and Alfredo Álvarez Cárdenas, each registered less than 6.2% of the vote.
It seems the former mayor of Tijuana appears to be consolidating his momentum and moving steadily toward becoming Morena’s next governor in Baja California.
