A recent Enkoll survey commissioned by EL UNIVERSAL, conducted between July 8 and 13, 2026, based on 1,209 face-to-face interviews with a margin of error of ±2.8%, has placed Ismael Burgueño Ruiz as the sole potential candidate to achieve a perfect rating within Morena’s candidate assessment framework for the Baja California governorship.
The results are striking: Burgueño obtained all 10 available points by ranking first across all eight variables the party uses to gauge competitiveness, public perception, and electoral viability. No other candidate managed to reach that threshold.
Morena’s methodology allocates the ten points across indicators that extend well beyond simple voting intention. The model evaluates factors such as positive public opinion, perceived honesty, accessibility to citizens, familiarity with state affairs, track record of keeping promises, perceived suitability as a candidate, voter willingness to support the aspiring candidate, and overall preference to represent the movement.
On every single metric, Ismael Burgueño came out on top.
In raw preference, the most heavily weighted indicator, accounting for three of the ten points, he registered 21.3%, outpacing Julieta Ramírez Padilla’s 17.4% and Montserrat Caballero Ramírez’s 10.9%.
When narrowing the field to respondents with a firm preference, Burgueño’s effective voting intention climbs to 33%, a seven-point lead over the second-place candidate and nearly double that of the third.
The survey further reveals that Burgueño is the most widely recognized figure among Baja California voters, with 56% name recognition.
Unlike many public officials who enjoy high visibility, that level of awareness is accompanied by a positive retrospective assessment of his tenure as Tijuana’s mayor. The poll records a 64% approval rating, a key factor bolstering his position as the internal contest unfolds.
Trend Holds Across Image-Related Attributes
On honesty, Burgueño posts a net positive score of 17.0 points, surpassing Caballero’s 13.1 and Ramírez’s 10.9. He also leads in knowledge of the state (24.6), voter willingness to cast a ballot for him (25.1), and perceived candidate quality (25.5), while dominating the remaining evaluated indicators.
These results reflect a broad and consistent base of support across multiple public opinion dimensions. It is not merely a matter of electoral preference, but rather a combination of personal attributes, performance evaluations, and citizen trust, criteria that Morena’s methodology regards as decisive to choose its candidates.
With these results, Ismael Burgueño emerges as the frontrunner in Morena’s internal race toward the 2027 election. Backed by a poll that earned him a perfect score under the party’s evaluation model, he now stands as the only candidate to achieve that distinction.
