Ismael Burgueño Ruiz is gaining ground in Morena’s internal preferences for the 2027 gubernatorial race. According to the state-level “Destino 27” survey, conducted in April 2026 by polling firm C&E Research, the mayor currently leads key perception and electoral preference indicators.
Within Morena, Burgueño Ruiz is the top contender for the party’s gubernatorial nomination, securing 36.8% support, outpacing Senator Julieta Ramírez, who holds 30%.

Leading in Perception and Alliance Scenarios
Burgueño also tops several perception-based metrics. He earns the highest ratings in honesty (60.7%), closeness to the people (53%), and governance capacity, where he holds a commanding lead at 77.9%.

In hypothetical alliance scenarios, the mayor captures 51.9% of voter intention, positioning him as the most competitive candidate against opposition figures such as Gina Cruz (22%) and Gustavo de Hoyos (7%).

On the party level, Morena leads with 50.9% voter identification in Baja California, far ahead of the PAN (19.3%) and other political forces. This strong party support bolsters the standing of its leading candidates as the 2027 election approaches.
Taken together, the results position Burgueño as the highest-rated Morena figure in Baja California even as internal competition within the party remains ongoing.
