Evangelina Moreno Guerra, a federal congresswoman on leave and a candidate for Morena’s gubernatorial nomination in Baja California, sold two properties in eastern Tijuana in 2025 for a combined 97.4 million pesos ($5,573,228 USD) to a company with direct ties to her relatives, according to an investigative report published by Calafia Noticias.
The buyer, TM Mercantil, S. de R.L. de C.V., counts among its participants several individuals close to the legislator including her brother, Juan Moreno Guerra, who is listed in one of the deeds as “partner and general manager,” the investigation found.
The transactions, which took place while Moreno Guerra was still serving in Congress. One of the properties, identified as Fraction 1C, never appeared in her annual asset declarations from 2022 to 2024 despite the fact that she had held title to it since July 2020.
Land Acquired Through Rapid Adverse Possession Ruling
Court records show that Moreno Guerra obtained Fraction 1C through an adverse possession lawsuit filed in 2015 before Tijuana’s Fifth Civil Court. The case was resolved in less than five months.
The judge who presided over the case, Ma. del Rosario Plascencia Ibarra, was later removed and disqualified by the Baja California Judiciary Council in a separate matter involving the irregular allocation of Infonavit housing units.

The second property, known as Fraction Two, was purchased by Moreno Guerra in August 2024 for $800,000 USD equivalent to roughly $13.5 million pesos at the time.
Less than a year later, she sold it to TM Mercantil for just over 58 million pesos, marking a 329% increase over her original acquisition cost.
Together, the two plots total 147,823 square meters, an area nearly 21 times the size of the Estadio Caliente football pitch.
TM Mercantil was originally incorporated in 2007 with a corporate charter limited to general commercial activities. Public records do not show any subsequent amendment designating the firm as a real estate or development company.

In addition, near Valle Bonito and the Corredor 2000 corridor, reporters observed evidence of lot subdivision, housing construction, and sale signage.
Calafia Noticias reached out to Moreno Guerra for comment on the transactions, the payment terms, her relationship with the purchasing firm, and the omission of Fraction 1C from her financial disclosures.
The lawmaker requested a week to respond, but as of publication, she had not issued any statement.
In an earlier investigation, the same outlet reported that Evangelina Moreno is a legal resident of the United States even as she swore before Mexican electoral authorities that she resides in Tijuana, a prerequisite for holding her congressional seat.
