The State Commission of Public Services of Tijuana (Cespt) is making significant progress in the rehabilitation of the PB1‑A and PB1‑B wastewater pumping plants.
The project, which encompasses two critical assets in the region’s sanitation infrastructure, was overseen by Mónica Vega Aguirre, the agency’s General Director.

Work is currently concentrated on the first phase, which involves the refurbishment and adaptation of existing installations.
In the coming months, crews will begin installing new pumping and control systems. Once fully operational, the upgraded plants are expected to directly benefit more than 1.05 million residents.

“These stations have been in service for over six decades and are vital to our wastewater management network. We are carrying out this work in close coordination with the United States, Mexico, and Baja California to ensure our system can effectively serve the growing needs of our cities,” she said.
The rehabilitation effort, which broke ground in April with Governor Marina del Pilar Ávila Olmeda in attendance, is being funded and supported by the North American Development Bank (NADBank) and the U.S. Environmental Protection Agency (EPA).

Key improvements include the modernization of monitoring and automation platforms, structural reinforcement of the buildings, and a complete overhaul of pumping units, motor control centers, and other components.
The project is part of a broader set of commitments outlined in Act 328 of the International Boundary and Water Commission (CILA), aimed at enhancing sanitation capacity and reducing cross-border wastewater flows between Mexico and the United States.
With completion slated for October 2027, the full rehabilitation of both pumping stations will significantly boost the flow and treatment of incoming wastewater to improve the health and quality of life of all residents.
