In an effort to enhance supervision of hydraulic infrastructure in Playas de Rosarito, the State Commission of Public Services of Tijuana (Cespt) is currently installing its third telemetry system monitoring center.
Mónica Vega Aguirre, the agency’s general director, noted that this initiative significantly boosts the municipality’s infrastructure oversight capabilities.
With the expansion, the number of monitored facilities in the area has grown from 10 to 55, enabling swift detection of any irregularities that could compromise system performance.

How the Telemetry System Works
The telemetry system operates through a microwave-based communication network equipped with antennas, which relays data from hydraulic installations to a centralized monitoring station.
This setup gives staff real-time visibility into conditions across the drinking water distribution network, allowing them to identify changes or potential failures and respond with greater operational agility.
Vega Aguirre said that the technology allows them to know what’s happening in real time.
“It allows us to detect faults or leaks, pinpoint their origin, and direct the issue to the appropriate maintenance team. This enables faster intervention and minimizes disruptions to public service,” she explained.

Two Monitoring Centers in Tijuana
The agency currently operates two 24/7 monitoring centers in Tijuana, which oversee 95 installations, including pumping stations, storage tanks, wastewater treatment plants, and the potable water treatment facility.
This framework has proven 97% effective in identifying conditions that may disrupt operations including pump and float failures, valve malfunctions, low tank levels, power outages, communication losses, and storage fluctuations.

How Does the Monitoring System Work
When a parameter falls outside established thresholds, telemetry staff conduct an initial assessment to determine the root cause and then route the report to the relevant specialized unit or the district responsible for the affected facility.
Vega Aguirre added that throughout the current state administration, Cespt has continued to expand and modernize its telemetry system, improving real-time hydraulic data collection and response coordination to ensure more reliable water service for the community.
